This is a critical metaphoric phrase in this verse. It aims strong at the result of confiscating democracy and publishing the one ruling party's press. It was at that time when the dictatorial agenda says to journalists "if you sing well for the ruling party and the only one leader, you'll be entitled to lead your media and have the luxurious life you dream of"!
